Dr. Cesar Leos Toro promovierte an der School of Public Health and Health Systems der University of Waterloo, Kanada. In seiner Dissertation untersuchte er, wie sich die Legalisierung von non-medizinischem Cannabiskonsum in Kanada auf die öffentliche Gesundheit auswirkte. Seine Forschungsarbeit evaluierte und informierte nationale Interventionen, einschliesslich Restriktionen auf Marketing, Verpackung, Beschriftung, Gesundheitswarnungen und Verkaufspolitik von Cannabisprodukten und allgemeine Cannabis-bezogene Gesundheitskompetenz bei kanadischen Jugendlichen und jungen Erwachsenen. Er war ausserdem interdisziplinärer Praktikant bei der WHO Abteilung für Psychische Gesundheit und Substanzmissbrauch, dem UNO Büro für Drogen und Verbrechen und dem kanadischen Institut für Gesundheitsforschung.

Seine Forschungsinteressen umfassen den Einfluss von Substanzgebrauchs-Politik auf Gesundheitsverhaltensweisen. Weiter interessiert er sich für die Prävention chronischer Krankheiten, Gesundheitsrisikokommunikation, und die Ätiologie von Substanzgebrauchsstörungen zum besseren Verständnis von Interventionspunkten zur Förderung von Gesundheit und Wohlbefinden über die Lebensspanne.
